Storm Spotters generally operate from where they happen to be when the storm hits. Their primary focus, usually, is the observation and reporting of severe weather.

Storm Chasers usually travel "chasing" the storm, and tend to document severe weather with pictures and video.

There is some overlap between the two and both can work together.
